The “envelope” into which a message is placed. This GPIC resides at the head of the message and therefore does not have a conventional GPIC interface requirement. However, the class ControlEvent is shown as the point at which the message content is to be attached. It is mandated that the ControlEvent class will interface to a class of general type ACT, i.e. the message content will always start with an ACT class or one of its specialisations.
